ARTICLE  I 

Title

 

Section A:  This organization shall be known and designated as the “3rd Battalion Line Officers Association”.

ARTICLE  II 

Membership

 

Section A:  Membership in this organization shall consist of Active Line Officers and Past Chiefs from the following nine (9) fire departments; Brighton, Bushnell’s Basin, East Rochester, Egypt, Fairport, Fishers, Mendon, Penfield and Pittsford.

ARTICLE  III 

Officers

 

Section A: 

Officers of this organization shall consist of the:

                        Battalion Coordinator

                        Deputy Battalion Coordinator

                        Secretary / Treasurer

Section B: 

These officers shall be elected by secret ballot at the June meeting and their term shall begin January 1 of the following year for one (4) year term.

Section C: 

Candidates for the office of Battalion Coordinator must have served as Deputy Battalion Coordinator for at least one (1) year, served as a Chief for at least one (1) year, meet all applicable Monroe County requirements for the office of Battalion Coordinator, and presently be an active member in the candidate’s own fire department.

Section D:

Candidates for the office of Deputy Battalion Coordinator must have served as a Chief for at least one year (1), meet all applicable Monroe County requirements for the office of Battalion Coordinator, and presently be an active member in the candidates own fire department.

Section E:

Candidates for the office of Secretary / Treasurer must be a member of this organization.  The Association will elect the office of Secretary/Treasurer yearly.  This is not a County appointed position.

Section F:

A Nomination Committee made up of three (3) Chiefs, selected in alphabetical order by department at the February meeting, will present at the April meeting the candidates running for office.  This committee shall also run the elections at the June meeting.

Section G: 

Each of the nine (9) departments will be allowed one (1) vote as cast by the Chief of the department or the Chief’s representative.  Candidates running for office must receive a majority of the votes cast in order to be elected.

Section H: A formal letter of support will be drafted endorsing the 3rd Battalions choice for Battalion Coordinator and Deputy Coordinator to the Selection Committee for the County. It will be noted in the letter that we as a Battalion will support only those who are elected by our Battalion to those Offices.
Section I:

The 3rd Battalion Coordinators will assign 2 current Chief’s to the Selection Committee for the Monroe County Fire Bureau.  The Battalion will approve the Chief’s at the election meeting.

Section J: No person shall hold the position of a Fire Department Chief Officer while holding the office of Battalion Coordinator or Deputy Battalion Coordinator.
Section K: No Battalion Coordinator or Deputy Battalion Coordinator may serve more than two (2) consecutive four-year terms in the same office.

ARTICLE IV

Vacancy

 

Section A:  In case of a vacancy in any office by death or resignation, such vacancy shall be filled by election at a special meeting or regular meeting called by the Battalion Coordinator or Deputy Battalion Coordinator within 30 days thereafter. The election process outlined above will be followed.

ARTICLE V

Meetings

 

Section A:

The regular meetings of this organization shall be held on the 3rd Wednesday of each February, April, June, August, October and December.

 

Regular meetings shall commence at 19:00 hours.

 

The annual election meeting of this organization shall be held on the 3rd Wednesday of June.  The election meeting shall commence at 19:00 hours.

Section B:

The Battalion Coordinator, Deputy Battalion Coordinator or majority of the nine (9) Chiefs shall call special meetings when, in their opinion, the interest of this organization may require them.

ARTICLE VI

Representation

 

Section A:  The Battalion Coordinator shall represent the Battalion at all Fire Advisory Board meetings, and shall be the voting member.

ARTICLE VII

Amendments

 

Section A:

To amend these Bylaws, a proposed change must be submitted in writing and presented to the membership at aregular or special meeting, and then tabled until the next regular meeting.  

Section B:

In order to be passed, the proposed change must receive the majority of the votes cast.  Each of the nine (9) departments will be allowed one (1) vote as cast by the Chief of the Department or his representative.
